That’s where I come in. If someone can’t afford those, it’s perfectly fine. There are a lot of alternatives which is more affordable and I recommend those if one can’t get to work with CF or those sort of tools. I am creating more and more training materials for people which will help people achieve results faster!
About your question, you can do both or only pick one of them, that is up to you. If you have never made a sale online before I suggest you go with the premeditated and once you start generating sales you will know how to do it with ANY business.
There’s just nothing about this program that makes me want to recommend this to anyone, and I mean this in a way that there are better programs out there that could provide better knowledge and a more solid foundation in affiliate marketing.

I think you are right. Although it is not totally a scam but it is a way to me. He is not offering total value for what he’s been paid for. I don’t think the softwares are worth it. It’s a waste of time. The affiliate program ranks better than he Anthony Morrison program for me.

In my opinion, don't expect much (and you shouldn't) about making sales from this rotator thing as I haven't made any with it and I get barely get any traffic. It could be because there could be a lot of links in the rotator.
If you can figure that out, then creating a funnel thereafter would make more sense for people to buy something from you. If you can’t, then you’d be wasting a lot of money on expensive programs.
